It will not go on her permanent record. When she turns 18, her juvenile record will be sealed.

That said, you'd better find a way to help her. It's not very likely that this is the first time she's shoplifted, and it likely won't be her last, unless she learns a lesson.

As for the fine, I don't know how much, but I hope she has to pay it herself, so that she can learn a lesson.

There is no "set" fine... she is from Kohls Loss Prevention and yes all stolen merchandise is processed. They keep this as evidence incase they decide to press charges or incase she does it again at a Kohls. Normally the fine has to go thru the law so it is possible it will go on her permanent record. Also possible that it will be erased when she is 18. Depends on a lot of things. Call the local police station to get specific details on this case.

First, your sister screwed up by taking something that wasn't hers.

Second, she signed an agreement. The security person has no right to make her sign anything. It is called the 5th amendment. Sis still might get arrested, but with a signed confession, any chance of having a lawyer get the situation reduced is a total loss.

The fine will depend on the statutes applicable in the area. It varies.

the "something" in the mail is Civil Demand and because she is a minor it will go to your parents. Its a fine (of sorts) hers should be around $250.00.
