A lot of modern car horns get their sound from computerized audio systems, but the old school horns use electromagnetism to attract a metallic membrane or diaphragm. The electromagnet is turned on & off at a rapid rate, so the diaphragm vibrates, and the tone resonates through the surface of the horn.

Do you want to install an air horn in your car? Is that what you mean??

If so, find the wire under your steering column that comes from the horn button into your steering wheel that goes to the horn. Splice in a wire that goes to a compressor. Just a little one will do. You can get air horn kits at most custom auto supply stores.

If what you mean is for the big trucks, the air compressor is attached off of the engine and runs by means of gears or pulleys when the engine is running. There are at least two air tanks that supply the air system i.e. brakes, air suspension, supply, emergency, parking and lastly, horn.

Air goes through a small orifice that causes a thin plate of metal to vibrate.

Cheaper to buy one already made
