I used to supervise a parole office where we monitored parolees on house arrest. If the person had house arrest as a condition of their parole, but did not have a "host site" (home) with a working phone line, then they would not be released. This was rarely the case, though, because there are halfway houses and work release centers that can usually accommodate.
