Halos are produced by the refraction of light by ice crystals present in high clouds like cirrus. As the light is only refracted, they appear as a circle around a light source(sun or moon).
Rainbows are produced by refraction and reflection of sun light by rain drops(water) of low clouds. As reflection also takes place, the light source is behind the observer.Usually an arc of the rainbow is only seen. When the sun is near the horizon,an observer on a high mountain or on a plane may see the whole circle of the rainbow.

Viewing a rainbow, the light source (usually, the sun) is behind you.
Viewing a halo, the light source is in the middle of it, i.e. in front of you.

Rainbows are a half circle at best. Halos are a full circle.

I'm not very scientific, I just know that they are produced differently. Rainbows require moisture, whereas halos are just reflecting light (they're dang pretty).
