he usually just outspoken and since i told him i loved him (i truly meant it) he gotten nervous and wont pick up the phone as much and has excuses...will this wear pff or did i make a mistake...OH by the way he has always told ME that he loves me even before i said it...

Maybe he has a fear of committment and when you told him you love him it made him nervous because he doesn't know what he want.

Even though he told you that he loved you first, he was probably in shock when you told him the same. You didn't wait too long after to tell him, did you?
He may be very nervous about the whole thing...particularly if you are both very young people.
The key here is communication. You and he NEED to talk about it...as without doing so you are both suffering. Make an appointment to talk to him...if he's claiming to be busy or whatever...but everything has to get out in the open between the two of you. I wish you the best :)
