A "gatekeeper" is a term used to identify the primary care physician in a health maintenance organization (HMO) system of health care delivery. He is the one who does the initial exam of the patient and he is the one who makes referrals of that patient to specialists and to special examination and diagnostic facilities.
The case cited is a 1973 decision by the Supreme Court in which the Court held that there is no inherent right to a public education.
