No, this is just a way of explaining that in an extremely complex system, i.e. the Earth, it is impossible to know what consequences an action while create and that all actions effect the rest of the system.

Any small perturbation can change the outcome of weather patterns. We'd have to get rid of sneezes and dripping faucets too. Oh yes, and the atmosphere.
