Clouds are simply water vapor.
So yes, they ahve mass, and yes, you can touch them.

Water vapour mixed with air behaves like any other gas. It contributes its own pressure(weight per unit area) to the atmospheric pressure.It is this water vapour which condenses on dust particles (condensation nuclei) and become tiny water droplets.Millions of such water droplets together form clouds.Hence it should have weight.Further,any physical form(we are able to see the cloud ) should have weight.Just because it floats,we should not think that it has no weight.Just like a cork(which has weight) floats in water ,clouds float in the air above.As long as the cloud and the air that it is made of is warmer(hence less denser) than the outside air around it,it floats..
Fog is actually a cloud on ground.So,when fog occurs, actually you are touching it and it is touching all your body.

yes, clouds do have mass. The are water vapor and so actually have mass. Clouds can be touched, just not "felt". They "melt" in your hands because the vapor condenses on your hands and becomes water. Its also very cold. Like fog.

No, they exist apart from mass and matter, chemistry and physics. Clouds are just a dream. You will die if you touch clouds. Clouds are the reason planes crash.

everything in this universe has mass and all a cloud is is evaporated water so if you touched it, you would get wet

yea there is a masss in clouds but it is jillions of little frozen particles, not just one mass. you could touch them but you may not feel anything.
