Too many people have a weak self-image. They create their own sense of self-worth by creating their own social pecking order. "Where am I compared to everyone else?" seems a compelling thing for them, so they fail to see any value to their uniqueness, merely playing the denial game with any good qualities they might have, and mechanically creating bad qualities in everyone else. This creates an instant, albeit temporary, sense of "I'm better than ___"
I think we've all played this game at one time or another. It's a kind of childish behavior that some people haven't abandonned because it works for them.
Bad-mouthing someone (or groups of people) changes little, but it does create a sense of "i'm not so bad" that can become addictive because behavior gets modified through iterative processes.

People who try to make others look bad do so only because they do not like themselves. They feel miserable and want everyone to feel as bad as they do. That's why bullying behavior exists, over-controlling people, people with a closed mind. Little do they realize how much they are missing out on life by focusing on such negative aspects. Sad!, isn't it?

Having control over another man women or child brings a sense of achievement to an individual who has had nothing but criticism and negativity perhaps not being made to feel valued. This might be linked early on in their lives. It could be possible that they have had no reason to believe that they could be of any worth to anyone, so knowing that they have the power to cause a reaction or change in a person whether positive or negative could then result in euphoria a feeling that can be addictive and could escalate in causing them to feel powerful. This would make them feel good about themselves which in turn may result in causing a perpetual cycle of possible future abuse in the guise of innocent teasing. They could be encouraged to put this energy into being creative. Painting, writing, etc. It could help.
