All was in USSR, have border with Russia and most of the population speaks Russian as their second language.In Estonia people don't answer most of the time if you speak Russian, in Latvia they behave ok but not happy at all, Lithuanians don't mind so much, Kazakhs don't care as far as you speak something they understad, Apart from that Latvians and Lithuanians are from the same genetic pool. Estonians are in the same genetic pool with Fins, Kazakhs are Turkic nation like people from Turkey, Azerbaijan,Turkmenistan etc. Also, Estonia, Latvia and Lithuania are in Baltic States and EU member states.

Estonia, Latvia, Lithuania and Ukraina all had strong nationalist insurgent armies who spent many years engaged in guerilla warfare against evil communist plague during Soviet years. Kazakhstan, I not know.
