Does "cafe" mean an Internet cafe, here?

No--they are not referring to an Internet Cafe. It means a group that meets at a cafe to practice speaking a language that is "foreign" to them. They say the best way to learn a new language is to actually use it. It is even better if you are learning it from someone that is a native speaker of the language. There is so much slang in any language that doesn't come across if you are just in a textbook situation.
