i have a 200o bmw 323i and everytime the heater or fan is at the lowest speed i hear some sort of whistle noise and turns off after fan speed is turned up

It sounds like a blower motor problem or pull out the cabin filter and clean out the leaves.

More than likely the sound is coming from the bearings inside of the blower. When the blower is on a lower setting you can hear the sound because the noise isn't covered up by the sound of the high flowing air. So the sound probably didn't "turn off" but it is just not as easily heard. The blower is kinda hard to get to if it needs to be replaced and it can be expensive.

Try changing the microfilter.

It's an inexpensive maintenance item that you can do on your own by hand (no tools needed).

Microfilter is located nearest to the windshield in the engine compartment.
