If so, then is she Juliet's cousin?

She's Juliet's cousin, Romeo intercepts a letter from Juliet's father inviting "my fair niece Rosaline" to the party Act I Sc II

One has to assume that Rosaline is a distant cousin or else the issue of Montague versus Capulet would interfer with Romeo's superfical crush on Rosaline. It's only when he falls for Juliet that the family feud gets in the way.
