The CIA was/is completely incompetent but also said to be politically motivated to disrupt a Republican admin. Bush made no changes in the CIA or the National security adviser on his entrance into office, all were Clintonites not members of "Bushco".

The CIA does not have a good track record for being right. They not only got Iraq wrong but the missed the fact that the Soviet union was falling apart economically in the 1970's and have had major screw ups under directors of both political parties.
