No. First of all the majority of states in the US have an age of consent of either 16 or 17, so that means you are legally allowed to consent to sex at that age. Additionally, even if the age of consent was 18, virtually every state has a "close in age exception" in law which means sex is legal between two young people that are only a few years apart.

That really depends on the state you are talking about. Many states have their own laws, and I am sure that this includes laws concerning rape - I have seen many cases when different states have different laws on driving, juvenile delinquents and other areas, so I am sure that laws on rape also depend on the state. In some states the legal age for sex might be 17, others 16 and so on. In some states it might be called "rape" even if the man wants to, just because the man is not old enough.

In Virginia, it is statutory rape. The parents can press charges, but the state cannot.
