I got him on Saturday and he hasn't come out of hiding. Is this normal. Should I try to pick him up when he comes out or wait (and how long should I wait?) He is 13 inches but I haven't even seen him yet. Any other tips I should know about this kind of snake?

Leave him alone for 5-7 days before handling or feeding. He needs time to adjust to his new home before being stressed. Normal snake behavior is to hide most of the time. This is a really great RTB site:

Nicaraguan Dwarf Boa

Nics are dwarf boas, females only get 5.5 -6ft max if that and males get to a max of 5 ft. They can breed at 2 yrs old for the male and 3 yrs old for the female, ( just like most snakes) Nicaraguan females may only have up to 24 babies max. They are a high climate Boa from the mountains of Nicaragua, and even though they are a dark type of boa they can have some spectacular reds throughout their belly and tail. They need to eat 2 prey items a week as young snakes, but may only require 2 items a month as an adult. You can handle him as soon as you like, but it will take a few days to acclimate to its new environment. They are up and comers in the reptile trade and are becoming very desirable. Hypo-Nics, T-Pos. Nics, Super hypo's, all these are very beautiful animals and still cost quite a bit of money, depending on there coloration. Enjoy your new pet....

let him chill without any contact for like a 2 weeks. he has no idea what is going on. make him feel more safe and comfortable by offering more hides.

He will come out at feeding time, hopefully he is captive bred and not wild caught.

these people came to my school today and they broght a boa adn they said it might be scared!!
