c.

The 100-yr flood is that flood which has a 1% chance of occurring any given year. The recurrence interval (in this case, 100 years) is the inverse of the probability of occurrence in any given year (in this case, 1%).

A 100-year flood plain doesn't mean that it floods only once every 100 years on the dot.

A 100-year flood is calculated to be the level of flood water expected to be equaled or exceeded at least once in a 100-year period. The 100-year flood is more accurately referred to as the 1% flood, since it is the event which has a 1% chance of being equalled or exceeded in any single year.
If you had a flood this year, you still have a chance of having a flood next year as well.

So the best answer is c).

Can you be any more ignorant? One town in Oregon had a 500 year flood last year...and another this year. Statistics deal with probablities; not certainties. If you can't read books on statistics, you can at least watch the TV news.
