Being very sneaky. First, he allied Prussia with Austria in a dumb war (1864) with Denmark about Schleswig-Holstein (southern Denmark). After that, he united the northern German states against Austria in a war in 1866. This war put an end to the German Confederation. Next, he maneuvered the vain Napoleon III of France into a war about a German heir to the Spanish Throne. All German states united with Prussia to crush the French Armies. A united Germany was declared as an Empire at Verseilles in 1871 with the Prussian King as the first Emperor.
