Who all has the say so or has to give the o.k. for a person/persons to be released from scene of accident, having refused transportation with emergency persons due to lack of funds to pay for bill in future, but having my own personal transportation come to scene and pick me up and take me to be examined by medical personel.Does the police have to give the o.k. or just the E.M.Ts or who ?

Neither, the next of kin or one member of your family must give the OK.

The EMTs have no power to force you to do anything, but the police can hold you at a scene during an investigation, or ask that you be held if you go away in an ambulance. You do not have to sign anything, but you should make sure the law enforcement commander at the scene has approved your departure.
