I want to take a hanging lamp and connect it directly to the ceiling so that it works with the light switch. I want to know if I cut the plug off and hook it to the wires in the ceiling? Do I need a grounding wire? Will there be one in the cable?

By altering the UL listed fixture, you void the UL listing. All electrical equipment is required to be listed for it's use per the National Electric Code. So once you alter the fixture, you cannot legally use it. And you're insurance might not cover you if something goes wrong. You need to go buy the correct fixture.

A lot of hanging lamps have a braided silver ground wire that goes through the hanging chain. It is connected to the fixture and to the ground wire in the junction box. If you know what you are doing you could add this wire. Normal table lamps do not have a ground wire and you touch those. You will probably never touch a ceiling light.

Instead of altering the cord (per the huffy electrician's answer) why not install an extension cord outlet on the permanent wiring in the ceiling and plug the hanging lamp in, covering the box with the lamp disk you are going to have to use anyway.

Yes, you will need a ground wire. I doubt if there will be one in the existing wire. You can make a jumper ground wire and attach it to the metal fixture before mounting it to the ceiling.
