hey im almost going to be 13 and i've read about retracting foreskin and shyt and it hurts to pull back my penis. the tip starts to peel back. i've kinda played with it to see how much it would go, but the skin would not go under the tip of my head.
it hurts like hell and the skin is really tender and sensitive. also when i touch my penis (the head, as in inside the foreskin) it's wet (???) and kind of blue in some lighting.
i thought this was normal for a while but then i found out it's not suppose to be like that.
tl:dr how do I retract my foreskin and make it so my head isn't sensitive

i've also read that it might be because of a frenelum in your dick that's attached to your foreskin... i always thought it was your urethra and sometimes it irritates me ocassionaly for a couple of seconds. it actually feels like if i used too much soap or something.

This is common among young teens, that's because the foreskin is attached to the head when you're young to prevent the head from getting dirty. Usually it separates before puberty, but in your case you have to give it a little help. Now that you probably masturbate and pull it back to wash under it (only takes about less than 10 seconds) it'll start sliding back more and more. If you have a tight foreskin, you can actually stretch it like I did when you shower. It only took a few weeks and it hasn't given me a single problem ever since. =)
Work on getting it less tight. Here's what you do. When you shower and and you're soaping up your body, pull the foreskin back the most you can without forcing it, and then wash the head with the other hand. If you do this each time you shower for a few weeks, you'll see results. It'll slide back a little more every few days.
Now, as for the sensitivity, as studies have proven, the foreskin keeps the head sensitive. That's not a bad thing, since that creates pleasure. However, you don't want it too sensitive. Yours is just too sensitive because it hasn't been used much before. So you just have to rub it gently at first for some weeks (start off with just water and then every few days try to rub a little more) and you'll see the difference. Then you'll be able to rub the head however you want. =) So in a way, those two things are tied.
So yeah, work on it and in a few weeks you'll like it. =) And of course, feel free to e-mail me from my profile if you have any questions!
You do NOT need circumcision. And you have every right to remain uncircumcised, as after all, circumcision does carry risks and most 'benefits' are unfounded or contradicted. Common risks of circumcision are more difficulty with masturbation (it was made popular in the USA to stop masturbation, after all), and lower sensitivity. There's a reason why the USA is the last developed nation doing it to newborns, and our rates are falling; it's as low as 14% in some states by now. Research it more in the link below:

In the end, if the stretching fails after a few weeks, you can ask a doctor for a cream. It's 0.05% betamethasone, which is successful in over 90% of cases. You can even take the study to him. It's a really inexpensive cream; Wal-Mart sells it for $4 with prescription and online you can buy it for about $10 at drugstore.com, for example.

But focus on stretching it first. That should give you results after some time.

There are several possibilities here. One is that your foreskin is still partially fused to the glans. This is NOT phimosis, but a normal developmental stage which may not pass until 18 or older. I suspect this is what is happening in your case. You certainly do not need circumcision for this, although you will get suggestions saying that is what you should do!
Even if you have actual phimosis, circumcision is a last resort. Usually gentle stretching in the shower, possibly combined with hormone cream, will take care of the tightness much faster than a circumcision would heal, and you'll still have a pleasure-giving foreskin. Sometimes you need to change the way you masturbate: http://www.cirp.org/library/treatment/phimosis/beauge2/
Do some searching on this site for postings on phimosis and read what Jorge says -- he's a knowledgable guy who's had personal experience with this problem. But getting cut at your age is a REALLY bad idea; don't consent to it.

This link will be helpful: http://shorl.com/vepromugrygade (it re-directs to a page that deals with both issues)
Stretching should help retract your foreskin (you are still young and it could be still attached to the head though) and touching the head will make it less sensitive. Should be pretty straightforward and you'll notice a difference in a few weeks/months.

well sometimes it takes a while for it to retract fully. if you pull back the foreskin a bit each day in a hot shower, it should help the foreskin retract. it is normal for the inside of the foreskin to be wet. you might need to see a dr. to make sure everything is ok. if you need someone helpful to talk to and have email or instant messenger, contact me. i will help if i can. i also have a group for teens called "help4teens" it has a lot of helpful info to help teens through different issues they face from day to day.
it is www.groups.yahoo.com/groups/help4teens good luck.

Do a little stretching every day and the foreskin will loosen up a bit. As far as the hypersensitivity is concerned... try rubbing a penis health creme into your skin every day as well. This will not only keep the skin moisturized and free of irritation, but it will desensitize the area a little. Check out Man1 Man Oil.. it is the top creme out there in my opinion.

its from not retracting it often enough. your parents shoulda taught you how to retract it and clean it when you were little. obviously they didnt so your foreskin has grown really narrow. it will hurt but the only way t fix it is to slowly work with it to streatch it. mess with it a little each day. maybe go to a doctor for advice

As embarassing as this may be to a 13 year old, you need to see your Dr. in case you have an infection which requires antibotics.....
