The Social Security Board administer the insurance program, consisting of retirement, disability, and survivors' benefits. To qualify for these benefits, most workers pay Social Security taxes on their earnings; future benefits are based on the employees' contributions.

There really wasn't much reason for it to be created. Most of the people whom it was intended for actually were opposed to it, because they believed it was a corruption of what this country was supposed to be (and, since Jefferson wrote about inalienable rights to life, liberty, and the pursuit of happiness in the Declaration of Independence it was; "pursuit of happiness" was a euphemism for property rights).
