my computer will not let me install it. I have the installation CD, but when I go to
start>printers and faxes>add a printer
a popup states that "the operation could not be completed. The print spooler service is not running."

First you install the driver.
After the driver is installed, you plug in the printer and connect it to the computer.
Computer should say "new hardware found."
It will go on to look for the driver, then hopefully, will successfully install it.
After installation, Restart before you continue working.

If this doesn't fly, try installing from Safe Mode.
Restart your computer to get to Safe Mode:
>>>As soon as you see the system trying to load (it will probably be black and white)
>>>and before Windows tries to load,
>>>press and hold the F8 key.
>>>Continue holding it down until you see a black and white DOS menu. I think Safe Mode is F3.

From Safe Mode,
click Start
Settings
Control Panel
Add/Remove

follow the prompts.

When finished, you click "EXIT" to exit to Windows.
You may find your desktop icons moved. No biggee. Just drag them back.
Good luck.

Insert the cd into your cd drive and allow it to auto start. Then click, install software or driver or what ever it says. If there is a "Read me" file on the disk, read it. Some printers want the software installed first and some want it after the "found new hardware" warning.
