Just like some others have said, live foods such as snails, brine shrimp, blood worms, etc, mine loves baby guppies. Live or meaty foods are best.

They prefer meaty foods, so anything like shrimp, crabmeat, squid, clams, and fish (frozen or fresh) would be good for larger species. This can be frozen fish food, or from the grocery. For smaller ones, you can just chop the above into smaller pieces or use bloodworms, blackworms, brine shrimp, or mysis shrimp.
Because puffers have teeth that are fused together and grow throughout their lives, it's important to feed them hard, crunchy foods on a weekly basis. Snails, or shrimp with the shells on are good for this. If they aren't able to keep the teeth worn down, they can have a lot of difficulty eating and die.

Puffers should be fed snails frequently to keep their "beaks" filed. They also thoroughly enjoy ghost shrimp, fiddler crabs, prawns, krill, minnows, guppies and other small tropical "feeder fish. Many people will frown upon feeding guppies to puffers as they are commonly kept as pets, but many puffer owner keep guppies or other livebearers on hand for a steady supply of feeder fish.
Puffers are great pets but their grocery bill can get to be expensive as they need a steady diet of live food.
