That phrase was intended to be a brag about the "modern" military, which was to rely more on technology and remote warfare and less on standing military troops - thereby making warfare less costly.
Just another shining example of incompetence in office, which certainly has been shocking, but provides no awe.

I have been having a nap, I thought that the US were going to be treated as liberators with flowers like France, and the president said mission accomplished so I thought this war was over. Iraq=Vietnam, what a waste of human life, just a part of this administrations ugly legacy

Shock and awe means
shocking the $h!t out of someone...leaving them in awe..
especially when they least expect it.
When they are in 'awe'...they have no idea what to do because they are in 'shock'
