For 4, you have to see if the last two digits can be divided by 4.
For example, 123,456,728 is divisible by 4 since 28 is divisible by 4.
With 8, you have to check the last three digits.

If the last two digits are divisible by four, the number is divisible by four. A two digit number is divisible by four if:
a) The tens place is even and the ones place is 0, 4 or 8
b) The tens place is odd and the ones place is 2 or 6.
11768503884 is divisible by four because the last two digits, 84, are divisible by four. 84 is divisible by four because 8 is even, and we have a 4 in the ones place.
Eight. All I can say is divide the first three digits by two, then use the four rule...
1234738473824464 is divisible by 8 because 464/2 = 232, and 32 is divisible by four.

For 4, no matter how big the number is, look only at the last 2 digits (tens and ones place). If that two digit number is divisible by 4, the so is the larger number.
For 8, it is similar except it's the last three digits.

To my knowledge 3 and 9 are the only ones that have tricks to them.
I guess you could break it down and look at the last two digits in the number, and if that number divides by 4 it's okay by 4.
For 8, you'd have to make the hundreds an even hundred, the see if the last two numbers are divisble by 8...that's all I can think of.

There are no divisioin rules for 4 or for 8.
And the division rule you mentioned is for 3, not nine. Although it probably works with both.
