A decision by the board?

Normally, when a decision is rendered, instructions for appealing are included in the decision.

18935 doesn't have a formal appeals procedure, so all you need to do is just write to the borard setting out what exam you wanted to take, on what grounds the board ruled you ineligible, and on what grounds you wish them to reconsider.

Note that the board has very wide discretion and will 'usually' only reverse themselves if the denial of eligibility was based on an error of fact - eg they wouldn't let you test because you're a convicted drug dealer, and they got their facts wrong and you have never been so convicted.
