Before 9/11 the trend was definitely towards highly sophisticated remotely controlled weapons Long range bombers, nuclear submarines, and tactical aircraft were getting all of the emphasis. The goal was to drop bombs from 30,000 and not put troops in harms way.
After 9/11, the emphasis went to Special Forces as well as winning the hearts and minds of the local citizenry. Army Reserves became more important because they had practical skills and strength in numbers.
Either way, it would seem unlikely that the military would ever want to reinstate the draft.
The military has to prepare for many different scenarios. We may see more conflicts like Bosnia, Somalia, Iraq, and Afghanistan but not all concern is in the Muslim regions. Countering militarism in China, Russia, Korea, and maybe Japan must be planned.
