2/3 is in the simplest form.
you can always tell if it is in its simplest form if the top and bottom numbers are in a row. such as 2/3, 3/4, 5/6, 7/8 or 9/10

That is it's simplest form since it is impossible to divide both 2 and 3 by the same number and end up with whole numbers. If you wanted to know the simplest form of 4/6, it would be 2/3 since both 4 and 6 can be divided by the same number (2) and when you do so you end up with 2/3.

it is already in simplest form, as a fraction. if you need ot as a decimal, it is .6 repeating, and the percent is 66 2/3%. hope that helps
