I love the word craggily! I looked it up and found that it is considered an adverb of the word "craggy." However, whenever I've seen this word used or spoken, it's always used as an adjective. i.e. "Look at the beautiful, craggily mountain." Another adverb used as an adjective is the word scraggily. Well, I was wondering if this is just improper use, or if there is some obscure grammar rule that justifies us using adverbs as adjectives.

yes, I know it is an adverb. But, why do people use it as an adjective? Are they wrong? Or is there some grammar rule/clause that makes it okay? Nobody ever says, "He hiked down the mountain craggily."

They say, "He hiked up the craggily mountain."

Yes, they are. This shouldn't surprise you too much since you spend time on YA, where a question without a spelling or grammar mistake is a rarity worthy of comment.
There is no grammar rule/clause that makes it okay. It is just wrong.

Adverb. The adjective form is craggy or cragged.
An alternative is craggedly.

adverbs usually end in -ly

the mountain is craggy
