i know it will filer the water fine i just dont know if the bio weel will compete with the live rock asfar as bacteria goes

I,Myself, Would not use it, It will eventually become a Nitrate factory.(My Experiance Only)
Live rock and live sand and good water movement (Powerheads) would do a WAY BETTER job.
You may also want to ger a cleaner crew (Hermits, Snails, Shrimp...) but make sure the fish that you get won't eat them.
Do some research on the fish that you want and the cleaners that can go with them.

Yes you can. The filter doesn't "compete" with live rock for bacteria, it just gives them another place they can live. The total amount of bacteria that can live in the tank will depend more on the amount of ammonia and nitrite being produced, so all you're doing is spreading out the area they can colonize.

The only thing to watch for with a biowheel is to make sure the wheel keeps turning, even if slowly. If it stops completely and areas of the wheel dry out, the bacteria in those areas will die. If you have an adequate amount of live rock and substrate in the tank, this shouldn't make a significant difference in the biofiltration should the wheel stop working, but you might notice a small ammonia and nitrite spike until the rest of the bacteria catch up to the bioload.

If on the box it says "For Salt Water Aquariums", then yes.

Typically Salt Water filters have few moving parts.

Yes, its a filter and filters water, but no, you would also need more filtration than it can give.
You can use it with another filter and do alright.
Remember to test your water often and do regular water changes. Let your tank cycle properly before adding those high dollar fish!
