Edward certainly offers a logical clue. It sounds like moisture to me; Especially if it isn't an Orange Peel reaction from one paint formulation to another.

I guess I'm curious as to why people Wash walls or ceilings, unless there's staining from grease or nicotine.

I'm not sure what sugar soaped is, but if you washed the ceiling with soap and water before you painted, of course you're going to have problems. I'm not sure why you would wash it? If there were a lot of water stains, an oil based white primer paint would have been fine for a first coat. Then 1-2 coats of regular latex paint.

If your ceilings were finished with a calcimite finish (ceiling finish used years ago), blisters and flaking will happen.
I had this problem on an older home so I refinished the ceiling with 3/8" Sheetrock.

Don't know if you're experiencing any moisture or past moisture problems.
I learned from an old, old, painter once.
Aluminum paint will prevent mold or discoloration from bleeding through new paint. I've used it indoors and out. It may work for you.
