It depends on the context. Is it "so-and-so is wired today"? Then it means that person is hyperactive. Is it "so-and-so is wired for" something, like sound or technology? Then it means that person is well-equipped, including mentally, for whatever s/he is wired for.

i always thought it meant wired .. to the moon - as in on another planet totally out of it.

The first thing I think of is high, as in speed.
It could also mean well-connected, as in aware of the online world, cell phones, etc.
