No, but it sounds like a good idea to me. We have 6.5 billion people in this world already, and we don't have enough food or clean water for them. It is utterly insane to allow the human population to grow out of control as it is. We should be giving foreign aid in the form of birth control devices.
Overpopulation is the biggest threat to human prosperity. It means fewer trees and more pollution, and the destruction of the environment. You should find a better cause than be rooting for overpopulation.

In a world where nearly everyone who is born survives we cannot continue to allow everyone unlimited reproductive rights. There is either a single rule - one child per couple, or a scale as in you can have more children if you make more money, are more educated etc.
Is it eugenics? Yes. Is it necessary in our situation? Yes. Is it actually the best thing that could happen to the human race? Absolutely.
We have a wonderful opportunity to better ourselves as a whole.
