Yes. There is nothing in the Constitution that prevents the President from naming anyone to their cabinet. It might prevent a person in the line of succession from becoming President, but not from serving in the Cabinet.

Yes. He is only barred by the Constitution from being President or Vice President.

I don't think so because the Sec. of State and other cabinet positions are in the line of succession should the President die and he is prohibited by law from being President again.
