Peace Poem: Who "could not see"?

We passed their graves;
The dead men there,
Winners or losers,
Did not care.

In the dark
They could not see
Who had gainted
The victory.

2)What is the main idea of the poem?

1. The line 'We passed their graves' basically answers that. 'They' are the people who have died.
2. The poem is about the people who have died in a war, and who seem to have been forgotten. At least, that's the way I see it.
