A percentage really means something per one hundred; "centage" means one hundred. So what was the drop per one hundred? Well that clearly is (100 - 80)/100, where the /100 means per one hundred or percent. Therefore the drop is 20/100 = 20 percent (where percent = percentage = /100).
But, and this is a big BUT, there is confusion if your 100 and 80 are themselves percentages. In which case 100/100 - 80/100 = 20/100 = 20 percent. If that's what you mean, then that's the answer 20 percent.
But, if you want to know the percentage drop of the two percentages, we have (100 - 80)/100//100 = 20/100^2 = (20/100) (1/100), which is 20 percent-percent. And to make this clear, we usually say 20 "points" rather than percent-percent. We frequently hear points when talking about the change in interest rates (which are percentages).

This is really quite simple when you get it.
All you have to do is (1) take the amount of decrease, (2) put it over the original amount, and then (3) multiply that number by 100 to obtain the percent.
So....suppose 50 dropped to 40.
(1) The amount of decrease is 50 - 40 = 10
(2) The original amount is 50, so divide 10 by 50 and you get 10/50 = 1/5 = 0.2
(3) Now, multiply that answer by 100 to get the percent. 0.2 * 100 = 20.
There is your answer, 20 %.
