That is true officially. The power to arrest allows even the President to be arrested. (Will the president ever be arrested by some street cop? Never) The only persons that cannot be arrested by law is those that have diplomatic immunity. Once their diplomatic status has been revealed, they must be released immediately and the state department must be notified. Also, not all law enforcement officers make little money. Nassau and Suffolk county police officers in Long Island can make well over $100,000 a year as just a cop. Not bad for "such people".

The president is not the ruler of the country. He is the general manager.
There are a number of exceptions, but basically all citizens are subject to the law, and a police officer is authorized to enforce the law.

If the president breaks the law, then a police officer has the same authority as he would with anyone else. And whoever said that the president can pardon himself is ABSOLUTELY INCORRECT!
It would be kind of funny to have seen President Clinton arrested for perjury. Would the secret service have gone in the cell with him, or stood guard outside?

The President is not above the law. However, police do not have authority over the President.
The law enforcement agency that has authority over all other law enforcement agencies are the Federal Marshalls. Obviously they are controlled by the federal government.

The police have the authority to arrest anyone in their juridiction. Would they arrest the president? I doubt it. Could the secret service stop them from getting close enough to the president to arrest him? Probably.
However the question was do they have the authority and yes they do.

I guess you should define "have authority".
If the president breaks the law then the president can be held accountable for breaking the law. The police can arrest a president caught breaking into a bank.

If he sneaks out of the White House on night and gets pulled over for another DUI, then yes, he can be arrested. Will the cops who did it find themselves at Gitmo shortly thereafter? I wouldn't be surprised.

Say: President Bush breaks into the Museum of Modern Art and starts stealing the babies they've been stockpiling. Magic Man 3 notices this and pushes his magic alarm, the police come. Can they arrest President Bush?
Answer: No, they can only arrest Dick Cheney because he's the one doing it all, President Bush is asleep and Dick has an amazing mask on. He's also very athletic and escapes, but where's the authority? Right here.
