Unless you have a fully equipped darkroom, including an enlarger and trays of chemicals, large enough for your screens, then it would not be practical, if, even, POSSIBLE to do this at home.
If it doesn't have to be a PHOTO silk screen, then screen stencils can be cut, by hand from many different materials, including plain paper, or painted on with glue and touche, which is available from arts and craft stores.

Depending on how detailed you want it, you can make a stencil out of your drawing. Then get fabric paint, and there you go. It's pretty easy to make stencils. Silk screening is geared for mass production of the same design unless that's your intention? You can also get special bubble jet paper, and print from just about any printer and get pretty near quality of the picture and iron it on to a T-Shirt. It probably be picked up at any computer store.
