I know something about each of these cities. I grew up in Houston and the cost of living isn't too expensive....it's actually rather affordable. The weather is TOO HOT all the time....it was 81 yesterday, in December!
St Louis is a very violent city, it was ranked #1 on the country's list of worst cities for years, I think now they are at #2. The school system sucks big time there, they had actually decided to let the state or government take over because of the low academic scores and high drop out rates in the city.
I live in the Midwest, not far from St Louis.....the river divides us.......I wouldn't recommend that city to anybody who has a family!
ps Houston has a great school system, especially in North Houston and theSpring district.

St. Louis city public schools are absolutely horrible and have even lost their accreditation. But there are excellent public schools in the suburbs, Parkway, Ladue, Rockwood school districts.
And St. Louis has some of the best private schools in the country! Most of them are Catholic affiliated, but lots of non-catholics attend there because they are so excellent.
For boys: Chaminade, Priory, CBC
For girls: Villa Duchesne, Visitation, Nerinx, Cor Jesu
Coed: Westminster Christian Academy, MICDS, John Burroughs, Gateway Academy
The housing has gotten a little out of hand in the past few years - many older homes are being sold and huge ones being put up on the same lot. And in some areas in West County, any new home being built is more than 1 million.
I grew up in St. Louis and still visit there often - sorry I don't know anything about Houston.
PS -- there is only one small part of St. Louis that is dangerous. The suburbs and many areas of the city are very upscale and as safe as anywhere else.

The houses in Missouri are pretty cheap (I live in MO) but the houses in the suburbs of Houston are extremely cheap! We're thinking of moving there and were shocked when we saw the incredible houses you could get for so cheap.
A 4 bed, 3 bath home in the 'burbs of Houston will run you only about $130,000. Whereas in Missouri the same house would run you at least $240,000.
I'm unsure about the school systems but I would guess the schools in Houston are better. St. Louis isn't exactly the best city to live in (at least what I've seen of it).

I'd shoot for STL. I lived ther for 26 years, and the humidity in Houston could kill someone.
