Well, it boils down to supply and demand. Unless she is selling exotic, imported seashells from faraway seashores, she is probably not doing too good. Why pay for something that you can pick up for free?

yes, if she was
- on the side of the beach where there was a lot of traffic
- if the price was right
-and the seashells were attractively displayed
many people don't have time or want to go hunting for things, so if they want a little souvenir - voilà there it is

with a good marketing and sales plan and packaging... you can sucker anyone into anything.. so if she was good at that..hell yeah I think she got rich! look at the people that sell stuff like expensive water for babies.. it's water...re bottled! or the people that sell glass containers with sand at vacation beaches..
