Like many other EU-countries, the Netherlands has laws regarding the recognition of foreign degrees and qualifications. Depending on the curriculum, a study might qualify EU-citizens directly to take up a position in their respective professional fields in the Netherlands.

Btw, unlike suggested above, a command of the Dutch language does not necessarily need to be a requirement for lots of occupations.
There are enough international organisations for instance that could use a trained social worker in an environment where English is the main working language. Years ago, a shortage of nurses prompted an influx of South-African nurses. And although Dutch and Afrikaans share the same roots, they are different enough to create a language barrier.
For EU-citizens, the Dutch citizenship exam does not apply unless you plan to settle here permanently.
