You must not be aware of what Nortons does, being it is pure garbage. When you go to you add/remove, you only think that you have removed Nortons. You will be surprised to find that you are left with over 375 fragments of Nortons glued to all of your registry keys, files/folders and subsystem.
You are going to play hell trying to remove the fragments.
You can start by going to your tray and start, run and thep in c://program files and click on browse, click on program files and look for Nortons & Symantec, (Not sure of the spelling). And try and delete both of them. (If they say write protected or is being use by another file, reboot and try again). If you still are unable to delete, email me and I will direct you to a free software that removes write protected files. Plus I will give you indepth instructions on how to delete.
Next go to start, search and type in: Nortons, and let your pc scan for all related files with the name Nortons. Delete from top to the bottom. If some files don't delete, reboot and try again. Now type in Symantec, and let your pc searc for all related files with Symantec name. Try and delete all these files from top to bottom.
All the fragments left behind cause serious confict with your system.
If you consider yourself an expert, do this last. If you don't consider yourself an expert with computer don't mess with your registry. Go to start run, and type in: regedit, click on "OK", and you registry will appear. Open HKEY CURRENT USER, OPEN SOFTWARE AND LOOK FOR NORTONS, DETELE AND LOOK FOR SYMANTEC AND DELETE. AGAIN ONLY IF YOU KNOW FOR SURE WHAT YOU ARE DOING. IF YOU REMOVE THE WRONG REGISTRY KEYS, YOU WILL FIND THAT YOU MAY HAVE TO REINSTALL YOUR ENTIRE PLATFORM.

When installing any new antivirus you must ensure the old one is completely removed and the computer has been rebooted (to make sure all components are removed) prior to even considering the new installation.
If your computer was running with expired security and quite possibly that security wasn't properly configured or updated in the first place.. then you surely may have contracted malware.
The problem with this is that there are many types of malware out there that will rebel when they detect the installation of a security suite that might do them in... and so they can start to escalate their attack on your computer system... disabling it... and doing much damage. This could be what is going on with you now.
If you are not a tech then you may want to keep it shut off and contact a reliable and qualified technician who MIGHT be able to save what is left of your data.
If you are tech savvy and can afford the risk... you could attempt to boot the computer into safe mode with networking support and try to do a web based scan like from symantec.com or from trendmicro.com to see if they can detect and/or remove the malware. If your security suite came on cd and not downloaded it might have a bootable virus scanner or a command line scanner you can run off the CD (another reason to purchase your security suites).
If all else fails you may need to boot into a windows cd and repair windows, restore to a past date, etc... most of which will cause some data loss or total data loss.
ps. disabling your firewall is really silly unless you are certain a new one is installed.
Good Luck

Did you completely remove Norton?
Norton is known to leave many of it's files and registry entries on the PC, even when removed from the programs list... This is why they have created their own Norton removal tool.
You can get the tool here: http://service1.symantec.com/SUPPORT/tsgeninfo.nsf/docid/2005033108162039
Run that tool, which should remove most of the old Norton program.
