Now this is really going to hack you off. I am going to use the name of a country that seems to upset a lot of Americans, but truth must come out. In FRANCE, the writing of even one cheque, knowing that you have insufficient funds, will result in your bank account being closed, your name placed on a data base that will prevent you having another bank account within 3 years, and you will be prosecuted for fraud. I would say that if the same laws were introduced around the world then banks could lower their charges by very large amounts, however most banks earn so much money by exploiting their customers, on everything from over-drafts to letter charges, that this will not happen easily. Strange isn't it, that in the whole world only one country deals with this properly. I know my country doesn't.

It may not be the same people over and over bouncing cheques. Instead of thinking that it is 10 people bouncing 10 cheques a week each, think of it as 100 people bouncing 1 cheque a week (either is bad, but still ) Any of this is hard on a business, beacuse they are out the money. You are lucky any businesses in your town take cheques, i don't think there is anywhere that takes cheques here anymore, and haven't in years.

It's cheaper for a retail store to only accept credit, debit and cash than it is to also buy check scanners and keep an account open at a check verification firm like ChexSystems.
Given that check security is a fairly well solved problem, by firms like ChexSystems, I think the people you're talking to weren't privy to the real logic behind the abandonment of retail checks.

Well, I think there should be penalties, but if they bounced a check for insufficient funds, who says the penalties will get paid too??
Get yourself a check card, it is quicker, & at least you won't be turned down! Most of them look like credit cards, but the money comes right out of your checking account! I have one & I only write checks for bills I can't pay online!

Ive worked retail management for years, and to be honest its not the bounced checks that are making them go away, its simply easier with debit cards now, end of day process in retail is made longer with checks, plus we dont trust the cashiers that we hire to check over a check properly, its a combination of reasons causing the downfall of checks not just bad checks.

jail time - well since they committed a crime, financially, why should that offender live carefree now. 3 meals a day, medical care. No!
I'm thinking and everything I think of there's a way around it. I just don't know.
increase bank fees. - it's like the good suffering for the bad.

They should not allow them to have a checking account after so many bounced checks, that way it will also go on their credit score which it will make it harder for them to get credit
