they form while falling to the ground because its just water but as soon as it hits the.....um atmosphere.....it um freezes. you know what? maybe its both..... ha ha ha

80 -90% of the atmosphere is in the troposphere and snowflakes form in the troposphere

We are in the atmosphere right now :) but I know what you mean. They form high up, inside the clouds.
