well, max, some people call it 'SLI' - 'street light interference' or 'street lamp interference', but i think you are playing with the dumbledore's deluminator.

I have provided some informative links below.
Lights could have sensors that bright enough car lights could perhaps turn off. You might be just noticing the ones that go off and not the many more that stay on. You might be driving at the time of morning that this happens anyway.
Or this could be an unexplained phenomena and thus the links I provided below.

Same thing happens to me. I work in a courthouse where security is really high. I've gotten to know the guards pretty well, and they freak out that I set off the machine no matter what. I'll have no metal, zippers, belts ......nothing to set if off but it still goes off and will stay "beeping" until I leave. I also set off alarms in stores. You know, when it goes off like you're stealing something?? But yet I've paid, so who knows what it is, it's strange though.

Do all street lights go out? If not then you're probably noticing something called confirmation bias.

Haha. I just think lights like to go out when you're around. :P. You don't have energy. The lighting stinks where you drive.

It probably just means that you are more observant of your surroundings than most of us. Lights only burns for so long, before going out; sometimes, birds will short out the transformers, causing a LOT of lights to go out, too.
