I am sure I read somewhere a while back that when recording the original or 'first take' dialogue on a film set, that much of the time the actors have to go into a sound studio and to redo the dialogue. Is this true? And if so, why?

Not necessarily no. A good production will spent the time figuring out the best ways to record audio on set. They only resort to ADR audio when it is unusable. A lot of exterior scenes are unusable from traffic and ambient sound. Some bad set decisions have also led to ADR tracks, "Legend" was 100% recorded ADR because of the birds chirping in the background. If done correctly there should be no noticable differences in the final mix.
