Water means emotions in dreams -- to dream of drowning means you're overwhelmed by something going on in your waking life; job, family, decisions to make, etc. It's not a matter of "giving up," and drowning in your dream (to wake up). It's more that you decide to "go with the flow" of the water instead of fighting the currents. So -- if there is a major situation that you've been fighting in your waking life (some decision to make where you've been constantly weighing the pros and cons, or where you've been arguing major decisions with someone in particular), your dream is telling you that you should take a more "go with the flow" attitude instead of exerting so much energy into unneeded worry and stress.

I have the same exact dreams almost every night! I try to swim back up but I can't, it's so irritating, I don't do anything to wake up from it, I just wake up when I do.

Dreams are like that; it's your mind's way of unwinding after 16 hours of being wide awake. Re-occurrences that happen in your life will also show up in your dream.
