It is just as likely that Bush knew about the tapes the way that Reagan knew what ol' Ollie North was shredding...but even if he did not know - it should not be used as an excuse. I would think that the people who you "appoint" to those positions would advise you on the most important of matters or those that could be trouble in the future and that you would make it your business to know. Personally, it doesn't matter if he knew or not, it is his Administration and he should take responsibility for it.

It is possible but remember that a CEO, as Bush seems to think he is, is held accountable for whatever happens in his company whether directly responsible or not.

Lying and secrecy is the CIA's business, it's what they do, every day... In many ways the director of the CIA is more powerful than the President. Think of the whole Iraq=WMD affair, it WAS the CIA's intel that led us to war...

I think it is very possible. Bush seems mostly out-of-touch in the first place and there is little reason to suspect that the CIA divulges every nuance of their operations with him.
