American Canyon could be good. It's really up and coming and building tons of affordable housing, renting or buying. Affordable housing can be had in Napa, just be prepared for the commutes. I used to rent a very nice 3BR apt. in Napa for $1100 a month and it was a decent neighborhood. When I moved in this 2BR house, the rent is now $1045. If you're looking at a 1BR apt., rents are between $600 and $900 depending on what part of Napa. Look at www.napavalleyregister.com to get an idea of prices. And if you decide on Napa, get back to me and let me know what areas.
And whatever you do, NOT VALLEJO. Unless you want to get shot.

first choice would be napa, but that is about an hours commute to davis with zero traffic. You could also do Fairfield/Cordelia area or Vacaville. Both are commuter towns about half way between. The commute to SF from anywhere on the 80 corridor is a complete nightmare going and coming back. So be prepared for at least 1 - 2 hours in both directions. Though you can also take the ferry over from Vallejo to SF to the Ferry building.
Napa is fairly expensive. Fairfield and Vacaville are cheaper.

All things considered, look in Concord or Pleasant Hill. As close to the BART stations as possible. If you are budgeting, the further you get from SF the cheaper your rent, and driving into The City is very expensive (just the parking @ $25/day will kill you). From Concord, he will still have a drive to Davis, but you will be making it as short as possible.
This will not be easy for you. You will wish the places are are closer. You might want to check the opportunities in Sacramento for a more romantic life.

the good news is that rents will be cheap. the bad news is that between davis and SF is a whole lot of nothing. touristy interstate towns, that's about all.
if money is an issue, living in the city will be tough. there is a train that goes from davis into the city, but it's a long commute. but davis is a nice town, a nice place to live.

oakland/berkeley/maybe el cerrito. closer for you than for him, but he could potentially take the train to school, or else be conveniently situated close to highway 80. (you could also take the BART to work rather than driving). and tons of restaurants, bars, city parks, fun stuff to do, there in the eastern portion of the bay area.
